With "UltiDev Web Server Pro", it is possible to put the app in asp.net 4.0 local network without having to install IIS?

Ye, UWS can be used to run ASP.NET 4.0 applications without having to install IIS.

All you need to do is to follow standard UWS application registration wizard - it will ask you about ASP.NET version you wish to use.
